Job Summary

The Planning and Cost Control Engineer (E&I) is responsible for planning, scheduling, progress monitoring, and cost control activities related to Electrical and Instrumentation installation works in oil and gas projects. The role involves developing and maintaining project schedules, tracking productivity and progress, forecasting costs, analyzing schedule and cost variances, and supporting project execution to ensure timely completion within approved budgets and contractual requirements.

Key ResponsibilitiesPlanning & Scheduling

  • Develop detailed baseline schedules for E&I engineering, procurement, construction, testing, and commissioning activities using planning software such as Primavera P6 or MS Project.
  • Prepare work breakdown structures (WBS), resource loading, and project execution schedules.
  • Monitor project progress against approved baseline schedules and identify critical activities and delays.
  • Update weekly and monthly schedules based on actual site progress.
  • Prepare recovery and mitigation plans to address schedule slippages.
  • Coordinate with construction, procurement, engineering, and commissioning teams to ensure schedule alignment.

Progress Monitoring & Reporting

  • Track daily, weekly, and monthly progress for E&I installation activities.
  • Measure progress quantities and productivity rates for electrical and instrumentation works.
  • Prepare progress reports, dashboards, S-curves, manpower histograms, and KPI reports.
  • Conduct schedule performance analysis and identify risks affecting project timelines.
  • Participate in project review meetings and present planning updates.

Cost Control

  • Monitor project costs against approved budgets and cost codes.
  • Prepare cost forecasts, cash flow reports, and earned value analysis (EVA).
  • Analyze cost variances and identify potential overruns.
  • Support change order management and variation analysis.
  • Coordinate with finance and procurement teams for cost tracking and invoicing.
  • Review subcontractor progress claims and verify quantities.

Coordination & Documentation

  • Interface with project managers, construction teams, clients, and subcontractors regarding planning and cost matters.
  • Maintain planning and cost control documentation in accordance with project and company procedures.
  • Ensure compliance with contractual milestones and reporting requirements.
  • Support risk assessment and project controls activities.

Qualifications

  • Bachelor’s Degree in Electrical Engineering, Instrumentation Engineering, or related discipline.
  • Additional certification in Project Management or Planning is an advantage.

Experience

  • Minimum 5–10 years of experience in planning and cost control for oil and gas, EPC, or industrial projects.
  • Experience in Electrical & Instrumentation installation projects is mandatory.
  • Strong knowledge of project controls, scheduling techniques, and cost management practices.

Technical Skills

  • Proficiency in Primavera P6 and/or MS Project.
  • Strong knowledge of E&I construction activities and project lifecycle.
  • Familiarity with Earned Value Management (EVM) and project reporting systems.
  • Proficiency in Microsoft Office applications, especially Excel.
  • Knowledge of SAP or ERP systems is an advantage.

Working Conditions

  • Office and site-based role depending on project requirements.
  • May require travel to project sites and extended working hours during critical project phases.
