Job Summary:

Provide legal expertise in managing taxpayer appeals and litigation arising from GTA tax assessment decisions. The role supports the review of objections, prepares legal positions for appeal cases, and represents GTA before the Tax Grievance Committee and Administrative Court of Appeal. The Legal Tax Counsel ensures that all appeal and litigation processes are legally sound, timely, and aligned with Qatar’s tax laws, administrative procedures, and judicial standard

Key Responsibilities

Appeal Review & Legal Analysis:

Review taxpayer appeals and objections to tax assessments referred from the Objections Section.

Conduct legal and procedural assessments of appeal cases, ensuring compliance with the tax law and administrative requirements.

Prepare legal memoranda outlining GTA’s position, justifications, and recommended outcomes.

Advise on the reduction or adjustment of penalties where legally appropriate.

Litigation & Representation :

Represent GTA in the Tax Grievance Committee hearings.

Manage litigation proceedings before the Administrative Court of Appeal when appeal decisions are further contested.

Draft pleadings, submissions, and defense arguments for court proceedings.

Liaise with external counsel if specialised litigation support is required.

Coordination & Case Preparation:

Obtain and review case files, assessments, and audit evidence from Direct Tax Audit, Indirect Tax Audit, and Tax Evasion departments.

Collaborate with the Policy Department on complex legal interpretations.

Coordinate with the Tax Risk & Data Analytics Department to ensure appeal cases are supported by robust data and risk insights.

Ensure that all taxpayer notifications and case decisions are issued in accordance with legal requirements and within statutory deadlines.

Compliance & Record Management:

Maintain comprehensive records of all appeal and litigation cases, ensuring confidentiality and compliance with data protection laws.

Prepare periodic reports and statistics on appeal outcomes, timelines, and litigation results for GTA leadership.

Monitor legal developments in Qatar and GCC tax law to update GTA’s litigation strategies.

Qualifications & Experience

Minimum qualifications

Bachelor of Law (LLB) from a recognised university.

Master of Law (LLM) in Taxation, Commercial Law, Administrative Law, or International Law from a recognised university is preferred.

Licensed to practice law in Qatar (admitted before the Qatari Bar / licensed by the Ministry of Justice) or eligible for licensing.

Preferred experience

6- 8 years legal practice experience in Qatar, with a focus on taxation, commercial, or administrative law.

Demonstrated experience in litigating or advising on tax disputes (Income Tax, Capital Gains, Withholding Tax, Excise, or VAT).

Experience working with or advising government entities, regulators, or the Ministry of Finance in Qatar or the wider GCC.

Familiarity with Qatari tax law, GCC VAT Framework Agreement, and double taxation treaties.

Prior work in or with international law firms or tax advisory practices in Qatar is an advantage.

Technical & Other Skills

Strong ability to draft and interpret Qatari laws, regulations, and ministerial decisions.

Practical experience in pleadings and representation before Qatari courts, committees, and administrative tribunals.

Knowledge of tax treaties, cross-border structuring, and transfer pricing principles relevant to Qatar.

Legal research and writing skills in both Arabic and English.

Strong negotiation, analytical, and stakeholder engagement skills.

Bilingual proficiency: Fluency in Arabic (mandatory) and English (preferred).

Pay: Up to QAR40,000.00 per month

Education:

  • income tax ,capital gains, withholding tax, excise or VAT: 2 years (Preferred)

Language:

  • Fluently Arabic (Preferred)

License/Certification:
